Building Department

The Building  Department enforces state and local building codes to ensure that construction is safe and complies with the City's zoning ordinances.

Contractors please visit the TLV ONLINE PORTAL to:

• Register as a contractor
• Apply for a permit* (Permits requiring Building Official approval must be done in person or by EMAIL)
• Pay for a permit 
• Request an inspection

Please visit HARRIS COUNTY APPRAISAL DISTRICT (HCAD) to verify an address you plan to do work at is within the city limits.

Please note the City NO LONGER accepts FAXED/EMAILED building permit applications.

Contractors will either need to apply for permits online or in person.

Contractor Registration

In order to register with the City the contractor will need to submit the following:

1. Certificate of Insurance (City has to be the certificate holder).
2. Submit a copy of the Master’s License and Driver’s license if company is an Electrical, Mechanical or Plumbing contractor.
3. Pay $50 yearly registration (General) **paid with approved permit

Permits

• Building permits must be obtained for all electrical, mechanical, structural, and plumbing repairs or replacement. New construction requires building permits. 
• Plans involving exterior work must be approved by the appropriate neighborhood community association (HOA) before submittal to the City. 
• Plans must be submitted in DUPLICATE to the City. Large plans will be required to submit a digital or electronic version.  Plans that fail the initial review are subject to a re-submittal fee.
